Terrorism can be ethically justifiable when its motive is
prevention.  For example, since the modern day automobile, within
the confines of city living, parents have been known to either
spank or scream at their young children, or even ground them, so
they will not play in the street.  Being that the alternative
could be death, such terrorism is ethically justifiable.

However, terror can also be presented in silence.  For example,
the young mother of a teenager was concerned with the direction
her child might be heading.  So, she decided to make it a church
project and took teens to the area Juvenile Detention Home under
the disguise of ministry, so they could see how wayward teens
live.  And, it was quite effective.
